Only heard good things about the below 2, use Skype to talk to your family back home.

Wind
http://www.windmobile.ca/plans-and-devices/plans/mobile-plan-details/phone-monthly-plan-2
30/month, unlimited province calling, unlimited data

Mobilicity
http://mobilicity.ca/plans/
30/month, unlimited calling canada, unlimited US calling, unlimited data

have to add that they they say "unlimited" they don't actually mean unlimited. They mean reasonable, for them its reasonable to be within 5GB.

Hi,
I have a franchise with one of the world leaders in telecommunication re-sellers. This is ACN and we have some really good services for phones.
Digital home phone service includes free calling for upto 80 countries (Landline and cell/ mobile) in world including India, China, USA, Canada, Mexico, Brazil, UK, Australia and many more.
The cost is only $29.99/ month.
Better than skype since it wont have dependency on other party having access to computer and internet connection.
Just order online, and hook up with your internet wireless router and enjoy calling half of the world for free..

I have it and I use it daily...to talk to my family in India.

PM me if you would like to know more about this.

Regards,
Sharat Joshi

Another option is to go for an app where in the monthly cost is only $19.99/ month.
You just need to register from my webfront store, download the app for iPhone and Android based phones and install it.
Log in to the app and start making the calls.

You have the freedom to call unlimited to around 60+ countries in world for free.

Cheers,

Well like he said, he needs a mobile service. So your option wouldn't work.

Hi, not sure about their branches, check their websites?

For the identity, they should take any passport i think. Worse case scenario i think is if they want a deposit if you go with one of the monthly plans. Again, depends on what plan you want from them

also, i think Mobilicity's 4G LTE network is a bit more matured than Wind's i just read. But on the back of that i heard that Wind is looking to acquire Mobilicity, ill be getting one of these when i land in Canada next month, will report back my findings for sure.

I am also thinking about getting WIND package with unlimited data.
The only problem is that they don't have lot of phones to choose from.
I found very reasonable prices for Nexus 4 (250-300 CAD) on kijiji but they are either for other companies or are unlocked but does not work for WIND.

Do you have any idea if I buy Nexus 4 from Telus/roger/virgin etc as prepaid and then went to WIND to have month-to-month plan... will they unlock he phone or make it work with wind?

An unlocked LG Nexus 4 should work with WIND as it supports AWS (1700 MHz) band.

You have to unlock your device yourself. Help is available online or at other cellular repair stores. I don't think any carrier would be interested to unlock a phone for you when they can sell you their phones with contract.
