I got a phone call last week offering me an appointment for my permanent resident interview for this Tuesday in Vancouver. Because it was so late in the week. I assume that there no time to send me a letter. Does this sound legitimate? Has anyone else had this experience? And If I don't have a letter, does it matter? Thank you in advance!!!

Yes, the local offices have been know to call to set landing appointments via phone when it has been an extended amount of time since your visa was finalized. I guess the real question would be, was how did your file for you PR, what were the 'conditions', if any, that the person on the other end of the phone relayed to you, and did you in fact have an application that would require you to 'land' inside of Canada rather than having your passport stamped and your COPR mailed to you.

Thank you so much :) I applied in Canada. So I think I will land inside of Canada. My only concern is "Is it ok to go to the interview without the final interview letter?" Because I didn't get one just only received the phone call for the interview.
