If you are in Canada you must choose cpp-o.

You have not specified your location. If you are in Canada I believe it goes to CPP-Ottawa, if you have moved back to India you can notify your change of address and your file can be transferred to New Delhi.

Guys, I am in Canada right now but I think New Delhi Office is much faster than the CPP-Ottawa. I thought that If I can apply to New Delhi office, it would be much faster process. Now what you guys suggest?

The file will not be transferred - it will still be processed in Canada. You can however update them with your address.
