Based on your notes, it looks like a Procedural Fairness letter was sent to you. This means that CIC has some kind of concern about your application and they are giving you a chance to respond to their concerns before they make a decision on your file. Did you receive the Procedural Fairness letter? Did you respond to it yet? If you did not receive the letter, I would contact your visa office as soon as possible to let them know.

But I did not received any letter like that.
And also no print date in GCMS note

One officer sent a word document to another officer for processing. It is not possible for us to tell you what it relates to, since we can't see the letter. It is probably related to fairness, but again, that is a very broad category.

I received the letter via mail to show my intent to live out side of Quebec on the same day from same VO. and i response with in a week.

what is the real meaning of Procedural Fairness in my application.
