To,
The Visa Officer,
The Canadian High Commission.
Application No.: Sxxxxxxxx
Applicant Name: Jxxxxxxxx
Date of Birth: xx xxxxx xxxx
Institution Name: Thomson Rivers University
Program: Post Baccalaureate Diploma in Supply Chain Management
Intake: September 2021
Subject: Resubmission of Study Permit Application

Respected Visa Officer,
My name is Jxxxxxxx l, and I am re-applying for the Canadian Study Permit, as my previous application (No.: Sxxxxxxxxxx) applied on 22nd Sept. 2020 for Winter 2021 semester was unfortunately refused on 26th Feb. 2021 on the following grounds:

• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on the purpose of your visit.
• Your proposed studies are not reasonable in light of your qualifications, previous studies, mark sheets, academic record, level of establishment and/or
your future prospects and plans

Since the Winter Semester at Thomson Rivers University (TRU), Kamloops started on 11th Jan 2021, based on the IRCC guidelines, the University permitted me to enrol for the winter semester and study online from my home country while waiting for my Visa application decision. After getting the refusal on my application, I had to discontinue my studies and defer to the Sept. 2021 intake for the Post Baccalaureate Diploma in Supply Chain Management. Meanwhile, I also applied for the GCMS Information request (Ref.: 2A-2020-xxxx) via my representative in Canada to further understand the reason for refusal.

After a careful study of the refusal letter and Visa Officers notes, mentioned in the GCMS information request sheet. I would like to take this opportunity to reapply and provide a detailed clarification to justify and address the motivation behind wanting to study the two-year PBD in Supply Chain Management program. I seek to explain how it will help me in conjunction with my current academic and professional experience to progress in my career in India.

The below-given table offers a comprehensive overview of my academic qualification to date.

My proficiency in the English language and past academics demonstrates my eligibility to study this program at TRU. Moreover, subjects like Statistical System and Quality Assessment, Packaging and Printing Management, Packaging Distribution and Logistics, etc. which I had studied while pursuing my B.E. Printing and Packaging Technology not only sparked my interest in Supply Chain management, but also helped me in my current job. My course of application in Canada is in relation and a direct extension to the same.

Work Experience:
After the completion of my undergraduate program in Dec. 2015, I started my career in Jan. 2016 in the same field. I joined Hindustan Unilever as a short-term Contract Associate, wherein I was responsible for packaging specification management and main plant trial planning and management for personal care products. After working for two years with Hindustan Unilever, I got an opportunity to work for Mondelez India Food limited in the first quarter of 2018 with a similar hybrid role of supporting packaging development combined with product lifecycle management and supporting the packaging procurement and planning. These initial years of my career gave me a lot of learning and on the job training on Supply Chain planning, management, and packaging development-related insights of an FMCG company.

From April 2018, I received an opportunity to work for Unilever Industries PVT. Ltd. - a subsidiary of Hindustan Unilever as a Research and Development Associate on its payroll. Currently, my job profile is a techno-commercial role of scouting, evaluation, and commercialisation of packaging materials from vendors and packaging converter for packaging of personal care products for retail and e-commerce sales.

The technical side of my job profile requires me to develop packaging structures with suppliers and check compatibility with the product and factories for shelf life and quality. The commercial side of the profile revolves around the execution of these packaged products working with manufacturing units, logistics teams, warehouses, procurement partners, suppliers, distributors, and finance teams to commercialize this for manufacturing and retail sales.
In conclusion, my current job profile and academic background have a major role in the commercial side of the business to support the procurement teams in technical negotiation, support factories with technical production-related know-how, help in supply planning and act as a central link to Unilever’s production management information systems. This experience has given me practical knowledge while working as an R&D

Associate, of the Supply Chain Management side of the business. This close working and support of the supply chain side of the business has further pushed my interest and propelled me to move towards a supply chain management heavy role. But, without much formal education in this field, my wish to transfer and grow in this vertical is hampered and thus studying Supply Chain Management becomes the need of the hour.
Why study a Post Baccalaureate Diploma in Supply Chain Management?
The impetus to pursue a Post Baccalaureate Diploma in Supply Chain management mainly stems from my passion for my job, which includes supply chain-related work. The courses in this program are not only specific to packaging or logistics, but also covers areas of supply chain management comprising of a product’s journey from manufacturing to the end consumer. Moreover, the courses as part of this program are in relation and an extension of my academics and professional experience to date.

This program will enhance my current profile by helping me attain formal theoretical and practical knowledge of the supply chain and its major commercial, legal, planning, management, logistics functions. A few courses covered in this program will not only help me acquire knowledge, but will also leave me in good stead to peruse a managerial job profile in India. I am particularly looking forward to studying Logistics/ Transportation Management since it will underpin my knowledge of supply chain which is required to understand end to end functions of a supply chain-based industry. The Business Economics and Financial Accounting course will develop my skills required for commercial and financial dealings related to procurement and sales. Moreover, the Procurement Management and Managerial Information System Technology (MIST) course will improve my ability to plan and manage the product life cycle. I am also looking forward to the Professional Writing course since it will improve my professional and technical communication skills. This course structure is uniquely designed for a techno-commercial managerial job profile. Since TRU is a Canadian Government affiliated University, the PBD Supply Chain Management degree from this reputed school will enhance my career prospects in India. It will not only improve my job profile but will also make me fit for growth.

Why study at Thompson Rivers University?

Thompson Rivers University is a reputed public university located in Kamloops, BC, Canada. The University is known for its diverse culture and professional faculty. The Co-Operative business internship and extracurricular activities will provide me with an international platform that will help me learn and mould myself into a good internationally trained individual. Further Kamloops being a very safe city with a good environment, medical, housing facilities, etc. drew me to studying at TRU.
Why study in Canada?
Canada is one of the leaders in the global Supply Chain industry with its world-class education system which aligns with my quest for learning this program here. The design of the mentioned program and the opportunity to study in Canada would vastly help me to improve my career in India. In addition, education in Canada is modern, reliable, practical case study based and safe for an international student when compared to any other country. In India, a similar SCM focused local program is not available which covers all the courses of Supply Chain Management. A few Master of Business Administration programs are available with supply chain management as an elective, but these courses are hard to get a seat in due to the huge demand and often lack the quality, practical and industry experience which a PBD in Supply Chain Management would provide me in Canada. Moreover, what propelled me to study in Canada was its applied-based curriculum which contrasts with the theoretical approach undertaken by institutions in India. A qualification from Canada holds immense prominence in India and will thus endow me with lucrative career avenues.

Future Plans and Prospects in India:
The Supply Chain industry spend of India currently is 14% of India’s GDP and it stands at approx. USD 400 billion. The industry on its own is at an inflection point wherein the pandemic has forced it to modernize with the use of engineering and technology to reduce operations cost, reduce disruptions, increase revenue and efficiency.

As a Packaging Development Associate, currently working in a Supply Chain oriented multinational FMCG company, the skills and knowledge gained after completing the PBD Supply Chain Management in Canada combined with my educational background and professional experience will make me eligible for a managerial role with a hybrid job profile in India. With my knowledge and skills of both supply chain management and packaging technology, I will be able to lead supply chain and manufacturing operations in FMCG companies like Hindustan Unilever, Wipro, P&G, ITC, etc. as a Supply Chain Manager or Project Manager or Operations Manager or Procurement Manager, etc. It will also create opportunities to work in other sectors like the Retail, E-commerce, and services sectors, which are some of the fastest-growing sectors in India. Along with them, the pandemic has also opened new opportunities in Pharmaceutical and Life Sciences companies.

The Government of India’s “Make India” and “Atmanirbhar Bharat” is bringing in new multinational companies into India’s manufacturing sectors which has increased the demand for internationally educated professionals to work in sync with its parent companies outside India, thus increasing my employment opportunities in India. Apart from my career aspirations, my family ties compel me to return to India, post the completion of the program.

Family Background:

I have been living in xxxxxxx with my parents who are Central Government Employees working for xxxxxx xxxxx, Mumbai for the last 35 years. My mother is a Senior Procurement Officer, and my father is a Senior Stores Officer working for the Department of Purchase & Stores. I have a younger sister who works for xxxxxxx Limited as an Electronics and Telecommunication Engineer.

My parents though currently working are getting old and being the eldest sibling it’s my responsibility to come back to India and take care of them. Moreover, my family and I have invested in properties worth 312,175.00 CAD and long-term investments in provident fund, shares, and mutual funds worth 200,618.73 CAD which would need to be managed after I return to India after completion of my program.

Financials:
My parents are the primary sponsors for the tuition cost for the program and have made the first-year tuition fee payment of 15,910 CAD to Thompson Rivers University. I have also deposited 10,022 CAD in my GIC (Graduate Investment Certificate) account with The Bank of Nova Scotia towards my living expenses from my personal savings. The tuition fees for the second year and other sundry expenses would be funded by my parents as per the university fee payment schedule with the help of liquid funds available (200,618.73 CAD). I have also completed the mandatory Pre-VISA medical examination with the panel doctor recommended by IRCC in India and the following is the UMI: UXXXXXX for your reference.

Over and above this, I have attached all the valid and gazetted financial documents verified by a registered Charted Accountant with this application to prove financial capability to bear the cost of international education and stay in Canada for the authorized period.
The International Professional Degree from Thomson Rivers University will help me learn and upskill myself with all the aspects of Supply Chain Management. This would provide me with the pivot to get managerial level job profiles in India in this field. This would not only fulfil my short term academic and career goal, but it will also help me achieve my long-term goal of wanting to upgrade myself and my parent’s current life and take the baton from them and take it to the next level in my home country.
For any further clarifications, I can be contacted at xxxxxxx xxxx or xxx.
I hope that my application is considered as factorable.

Regards,
XXXXXXX

Well you couldn’t have justified all your points if you got a refusal. Again you didn’t answer the questions so assume your SOP covered it. Supply chain management is a generic course because it is offered at almost any college in Canada…you have listed several. So again why Canada for supply management when you could take it in your home country.
Please go through my SOP and let me know.

Think the major issue I think is that you already have a job in supply chain management so how would a diploma lead to career advancement or more skills that you are not learning on the job or that you couldn’t do in your home country while still working at unilever. A diploma is not something that would typically lead to an automatic promotion to management like an MBA or masters.
can I after getting two refusals for supply chain management then change to MBA will that not raise concern with the VO? I was told it would by a agent.

Of course it will be a cause of concern if you can’t justify properly your intention to take this course
Think from a VO’s perspective. His job is to weed out applications that are not genuinely seeking to study in Canada and you applying for the course again and again and changing the course will be a major red flag.

Like others have said, you should look for a Masters course to have better chances of getting approved by the VO.

You go into so much detail about your work experience in supply management that I wonder why do you need to go to TRU for a PGD? Why is the TRU program so special then? The courses in the first year are general - math, accounting, law, economics. You can’t justify going to TRU by saying it is diverse. Is that true? There is a large aboriginal population but Kamloops is primarily Caucasian is it not? Then you say that you chose the program because you couldn’t get into a Masters program. So basically you are saying TRU is not my first choice but I got accepted there.

Generally, I think that your SOP is a bit lengthy and it was really hard for me to read everything, talk of a VO who is very busy with hundreds of applications. Most of the parts are also descriptive rather than explanatory. Do not take time repeating things that can be found in other documents that you’ve attached like transcripts, ielts results or probably CV.

Unfortunately, you did not focus much on this reason; qualifications, previous studies, mark sheets, academic record, level of establishment and/or your future prospects and plans. I think you took it on face value or out of context.

Do not describe..Explain.
why did you get low marks, if any?
How is your previous research(thesis etc) or qualification relevant in the framework of supply chain management program?

Understood, I have noted these points, thank you!
