Experience has to be gained in the three years before the day you apply. So if you apply now, 25-Oct-2013 you
can count experience gained between 25-Oct-2010 and today.

So if both jobs were skilled and you worked a minimum of 30hrs/week you're all set, at least the work experience part.
Check other requirements as well!

Yes, you have more than 12 months of experience. But it has to be full-time, hence more than 30 hrs per week.
If that's the case, you're all good.
Check the CIC website for other requirements and see if you qualify under the CEC class.
