As @Naturgrl said, you are being scammed. LMIA comes first before work permit application. Canadian companies apply for LMIA proving that no citizen or PR could do the job/available to do the job.

No one can check it but if you have to ask then fake. Post job letter and approved LMIA letter with NOC.
