I sent my application for permanent residence on December 18, 2009. CIC reviewed my application and sent me a letter on February 12, 2010. and confirmed receipt of certified check of my application fees ,and requested me to send full documents to Damascus Then CIO transferred my application to the Damascus office on February 18, 2010. My application and supporting documents were received by the Damascus office. On 30/30/2010. On Date 12/3/2010, I received letter from Damascus office mentioned that the appropriate processing fee for my application was unable to be processed by the Central Intake Office in Sydney .

On date 13/3/2011, I Contacted my Bank, and they confirm to me that my certified check is still valid and had not been cashed , collected or returned to them.

I contact Federal Skilled Worker Client Service Unit and on 4/4/2011 they respond to me and said that

Their office has not received payment of the processing fees. they were notified on 13 Feb 2010 that the fees were returned from the bank unpaid, and this was after my file was assessed and transferred. And they said that In order for my file to return to processing the fees will have to be paid to the visa office.

I sent back my Immigration application back to Damascus visa office with all supporting documents and new fees paid by certified check in order to pay the fees for me and my wife and son, the visa office received them in 10/4/2011.

After that I contact Damascus visa office by Email and I did not get any respond from them, yesterday in 7/7/2011 I chick with my bank to ask if the visa office collect the fees and my bank confirm to me that they check has not been collect yet!

Moreover the term of Decision Made is still show on my application on CIC website.

What do you recommend me to do ? please help

Hi, I can understand your pathetic situation. You don't have any other option other than communicating with the Damascus office. Instead of sending routine e mail to them, try to log on to ECAS and send a letter through the Case Specific Enquiry, which will be considered promptly. As they used to get lot of e mails with usual inquiries, some times they may not give much importance to the mails.
 
I will do that today ! It makes me lost my mind I spend 3 years of my life waiting for them and at the end look to what I get !!!!
 
I strongly believe that problem is coming from your bank not CIC. CIC receive cheques/money orders/Bank Draft form every part of the world. On first occasion, CIO should have submitted the cheque with their financial institution, which will enter the details in canadian clearing house's system -> which then log on to BIS system -> CIO bank fill the details -> BIS will contact your bank for clearance -> if get yes then money will be transferred by BIS to CIO bank at the end of the working day in BIS's regional office. In you case BIS was not able to withdraw the cheque why can be due to following reasons

1) There are two types of cheques one which can be withdrawn internationally and other not. (Very slim chances)
2) Problem with your banks system with BIS
3) May be the title on the cheque -

Solution:

You will have a receipt for the cheque in your record, use to that to cancel the cheque and use other mean of payment accepted by Damascus i.e. paying directly in Audi Bank.

Thank you for your respond and that important info , in my case I get my 1st check from CIC and I did not lost my money the problem now that I sent back my application to your DVO with new fees paid by certified check and they received them in 10/4/2011.

In 7/7/2011 I chick with my bank to ask if the office collect the fees and my bank confirm to me that they check has not been collect yet, I sent them the check by Arab Bank and they deal with that bank , what makes me worry that I am not getting any respond from DVO.
 
Cheques are valid for six months from the date of issue, so it must be withdrawn during those period. Half of this period is already passed, therefore, if you can pay in audi bank send the receipt of payment to DVO and write a letter to explain the situation also mention that you have cancelled the other cheque.
Or
wait for another 3 months if cheque is not chased then it will automatically disqualify.
