How can they do it since i haven't started the job and how long will it take. Also without the job offer i have 441 points under CRS can that get me an invite very soon

They need to follow the LMIA instructions to apply including advertising the job according to the LMIA instructions. It will most likely take 4-6 months for the LMIA process to be completed.
I don't know if 441 points will be enough to be selected soon.
