I recently got married through a religious ceremony (muslim) in Kazakhstan but due to missing documents we were not able to register our marriage as a civil marriage, ie: in fornt of a judge, justice of the peace or authorized municipal clerk, at the local municipal office or city hall.

Having said that I would like to know what would be the next best course of action?

1. Should I go back with the proper documentation and conduct the proper civil marriage (as Kazakhstan does not recognize the religious marriage as an official marriage) and start the immigration paperwork from there while my wife waits for the process there or;

2. Get her to Canada through a vistor visa, get married in Canada and do the immigration process from here while she stays with me in Canada?

Any help in this matter would be greaty appreciated as I am getting a lot of confusing/contadicting information and is making this decission extremly difficult.

You could try to get her a visitor visa but many people find that it's difficult to get a visitor visa in such a situation because they may be afraid that she will have high motivation to overstay her visa. Getting legally married in Kazakhstan may be the best course of action. The alternative is to request a visitor visa and see if she gets one before doing the wedding in Kazakhstan, but that may introduce a delay, since you will have to wait for a reply on that first.
