On the sponsorship forums it asks about a co-signer. Is it okay to put his mother down as a co-signer?

Some decide to get it signed and some don't. Usually having a good quality of proof you guys have combined affairs should be enough. We went and got ours signed at one at a registry. So we don't have to go to the commissioner of oaths and get it offical even though its in the permanent residency forums? Its in the Statutory Declaration document. If we don't get it signed do we not send this paper with the application when I mail it?
