Hi everyone,
Not sure if anyone here has gone through a similar situation but I am sponsoring my husband outland. This is my second marriage and second sponsorship. I applied in March 2018 and still have not recieved my SA. When I call they tell me they are checking with the mississauga OW which can take upto 2 months to receive an answer. But I have never lived there or my ex didnt move there until after , at least 5 years from when I sponsored him. On ECAS It just says In Process and I can't seem to get any answers on what is taking so long since it is past the 2 months
Has anyone had their SA take a long time?

They are verifying that your previous spouse did not take social assistance in any province during the period where you were financially responsible for him. Unfortunately there's really nothing you can do but wait.
 
I see from your history that you have called many times. I think you need to anticipate that your sponsorship may take longer than 12 months for many reasons. 2nd sponsorship, separation soon after 1st sponsorship, your 2nd husband's travels to France without status, etc. This doesn't mean he will be refused it will just take longer. I would also anticipate that your husband will need an interview.

They have verified everywhere already. The only delay is from one city. This is my concern is that how long should the SA portion take and how long should the cities take to get back to CIC.

I agree about the interview but my 1st husband/sponsorship we were together 10 years but only 5 in canada together. so not short and we have 2 kids together so CIC will see this was a genuine relationship. But you might be right about longer than 12 months. My concern is why it is taking so long to get a response from Mississauga to CIC and when does CIC say where is the info we asked for. That's all.

How long the SA portion should take is irrelevant for your application. Because of your sponsorship history, your application is not going to follow normal/standard processing times. You should expect each step to take longer than a straight-forward application.

It can take a few months for cities to verify their records and get back to IRCC. Again, really nothing you can do but wait.

As long as your ex never took social assistance during the period you were responsible for him, there is no reason to be worried.
