please help senior members.... need help ?????? (file evaluation)

i have applied for the ryerson university in 2011 for b.tech in computers.. and before this i was completed with two years in b.tech from an indian university... so i applied for the visa on the basis of the letter from ryerson university... and i ws ready to do the b. tech from scratch in ryerson ... but my visa got rejectet ( i have applied for visa on 7 th august at that tym..)

but since my visa got rejected so i continued my b. tech from india and it got completed in june, 2013

and i have reapplied for pg in wireless networking for fall sept, 2013

so thi is my profile :
10th (2007) - 76%
12th (2009) - 76%
b.tech (2013) - 6.5cgpa with no backs
ielts - 6.5

i have done btech in electronics and telecommunication and i have no gap years....
my agent has adviced me to apply through general category...

i have already paid the full year fees and i m also ready for gic...


please suggest me, do i have any chance of getting visa..

visa officer has not mentioned any major reason for my rejection....
but according to me : since i was wAsting my two years of study from indian university and was ready to do the b.tech from scratch at ryerson university...
and another reason may be : i have applied after the deadline ( that is on 7 th august)

rest my financials were good at that tym....
