***PLEASE HELP ME - QUEBEC PR***** How can i identify i recieved and AOR

I have sent all the documents for my Quebec PR processing, as I heard the first is step is we will recieve an AOR.
Today I got a letter from "Ministere de I'Immigration et des Communautes culturelles". The content of the letter is as shown below (in GREEN), is that below indicates that letter is AOR. Can you please confirm this is an AOR or not.

I don't know whether that's the AOR, but I just wanted to ask you a question. I recently applied to the Montreal office from the US. I just wanted to know how long did it take for you to receive your AOR from the date you submitted.
