actually i am from canada but my brother in working in dubai as a truck driver for 2months and i got LMIO from BC for truck driver and he got ielts score 5 overall but in reading he has 4 band .....Can anyone help me wh

I dont think so your brother needs need ielts to obtain work permit,i also came from dubai to Canada,and also Truck driver falls on NOC C which he is not qualified through Express Entry for PR.or how he is gonna a apply?Just elaborate more............
