Hi, I live in India and my husband is a PR holder in Canada and lives there. We want to apply the dependent PR for me.
We are married under Hindu marriage act and have marriage certificate however the ceremonial marriage is yet to happen after few months and hence we do not have any pictures of marriage.
We do have pictures of our engagement ceremony and pictures together while we spent time together.
I would greatly appreciate any help on my queries:

(1) Can I apply for the dependent PR without the pictures of actual marriage.( We can provide pictures of engagement, marriage certificate, invitation card/temple receipt and pictures of honeymoon)
(2) How long it would normally take to get it processed?

I strongly advise that you wait until after the ceremonial marriage has taken place. If you don't wait, there is a risk that your application will be ruled not genuine and refused. If it gets sent to appeal, it may add another three years to the process. Come to the spousal appeals section and read some of the stories.
