I don't think this will be news to most people. Nursing is a degree profession in Canada. So of course a diploma won't be evaluated as an equivalent.

I think the keyword there is "STUDY" which will make things equivalent to an "UNCOMPLETED" Canadian education credential. So, it all boils down to which school you came from and what is their curriculum.
