Ok here is the summary.

Turkish, I lived and studied in Ontario from 2001 to 2006 and left Canada.
Worked as a sales manager for a multinational company for 10 years straight.
Had my daughter in Montreal 2017, she has Canadian passport.

Hoping to move to Canada with my wife and kid, came to Halifax alone for job interviews and got 2 offers. One as a insurance sales agent and the other is sales agent for a web company.

I have been in Halifax for almost 3 months, to be able to quality for the insurance agent job had to take a provincial exam (LLQP) and passed. CELPIP scores are 8.5 in average. My wife also scores around 7.5.

I cant start the job since I dont have a work visa or PR, job is commission based.

Could someone point me to the right direction of application or evaluate my current situation?

You need to apply for PR like anyone else. What is your CRS score? You are lucky that your TRV was not cancelled due to birth tourism. Birth tourism could certainly influence any temporary permit application.

CRS is 72, we didn't intend to have birth tourism, I was in charge of Canadian Region in my previous job so I had to stay and act as an advisor for the new projects in the region for some time.

That is not the right score. Should be 300-500 usually. Did you have a work permit in 2017? Did your wife have an OWP when she had the baby?

No work permit for me or the wifey, I was only present in Canada on behalf of my company in Turkey. I just looked at the CRS, point is around 334.

So that is considered birth tourism. There was no reason for your wife to be in Canada while in the late stages of pregnancy on a temporary work trip.
