Dear All,
This is great and the most informative forum by the way.
I plan to apply for permanent residency in CA.

My evaluation test shows me that I am eligible for that (85 out of 100).

But I have few issues to clarify.

1. I have outstanding debt in my country totaling $40 000. I can cover it by selling my property here. But I thought to cover it from Canada and sell my property later, because I can sell property at low price now. So what do you think this debt may be the reason of refusal?
2. Right now I do not have job offer from Canada, But I am confident I will find it due to my experience and past positions. So what do you think to apply for permanent residency anyway or first find job offer?
3. I can be granted Canadian visitor's visa very easily. So what do you think is it better to go to Canada and apply for permanent residency there and search job simultaneously? time matters in this case. What is average period good skilled worker finds a job?
4. I have wife and 3 years old kid. I plan to go first and then wife will follow me. But we are flexible and can go together. Which one you recommend? Me and my wife are both employed in our country of origin, so for insurance i prefer my wife to be here temporarily before i find good job in Canada. I know English well, my wife does not know English but knows French fluently, She is studying English right now. So once she knows English well, I think she would have more scores.
5. What are the most demanded qualifications in Canada? Accounting, Finances, Management, Entertainment, (I know Medical but what else).

1) I can't help you about debts. But once you became resident for tax purposes, when you sell your property in your home country with profits, you may have to pay capital gain tax (subject to the tax treaties).

As far as your debt, I doubt that would be a problem as long as you have the minimum UNENCUMBERED required funds outlined in the link I gave you.

Obviously, you cannot work without a work permit. I do not know how long one would take to obtain, so coming in as a visitor, being fortunate enough to get a job offer (wow that would be great!) and finding an employer willing to wait AND do all the required paperwork as you would not be a Permanent Resident yet, so the employer would have to prove he was unable to fill the position with a Canadian and get it approved. (Gasp, have to take a breath somewhere!) If you have the points AND an occupation in the NOC 29 list that has not already reached the maximum of 1000 applicants for this year ending 30 June 2011, that is probably your best route to take. If an occupation for which you have been paid a minimum of one full year in the past 10 years is not included in the NOC 29, then your only option is to get a job offer. Do any of your wife's occupations in the past 10 years meet the requirements for the NOC 29 = another avenue to check out.
