Mom hold a multi entry visitor visa, she was in Canada since last Nov, we extended her stay once and approved, we applied another extension on Sep but still pending processed. As december coming, we are planning for a caribbean vacation, but this is the confusing part, i was told the multi-entry visa does not gurantee a reentry unless from the country of isse (in our case it is China). So just want to make sure we are okay to book this trip, called the CIC their answer was 'to apply the another visitor extension on the port', have no idea what that means.

Could any expert share the view? Much appreciated!!!

1. You heard wrong.
2. Once she leaves Canada, her application for an extension is over.
3. Since she has a multi-entry TRV, it doesn't matter what country that you applying to re-enter from, there is never a guarantee of admission.
4. If she is admitted, she may not get that long of an admission, as she already been in Canada for a year.

There is never any guarantee that she will be able to reenter Canada once she leaves regardless of where she went. If your mother returned home to reestablish her home ties her chances of being able to enter Canada are much better. Since she has already stayed over 1 year it will be up to the CBSA agent to determine if and how long she can visit Canada. She has been visiting Canada for quite a while so she should expect that she will be denied an extension at a certain point.

Nope, well not a positive one anyway. That's an indication of intention to remain in Canada, which is the opposite of the purpose of a TEMPORARY resident visa.
