Pictures query with passport submission

Dear All,
Yesterday i have received Passport submission request from Paris office to their islamabad office for visa stamping. Along with the passports they also deemed 2 photographs of each family members.

now the ambiguity which i am facing is that since my wife wears a Hijab
Does she need to take it off for the photographs and if not then do her ears, forehead, shoulder need to be visible.

I would be obliged if you could clarify.

Notes to the photographer
The two photographs must:
 show a full front view of the person’s head and shoulders, showing their full face centred in the middle of the photograph; have a plain white background;

No need to remove hijab, just don't cover the face.
