The photo specs state the dimensions for an adult's photo, but a baby's head will be smaller. And it would be difficult to get a baby to sit still on a chair and face the camera.

Has anyone solved this problem?

I'm sure any reputable passport photo shop/studio are well experienced in handling young clients.....I have seen one time a couple wanting their 1 year old son to have a passport coz they were wanting to vacation abroad (was waiting for my turn to have PP photo).....it was tricky and took a lot of tries,yet they were able to do it. Now that's what I call a pro! :D :D

You are correct, a good photographer will spend the time to get it right.
