In the email I received:

3. Enclose two (2) recent photographs of yourself and every family member who will accompany you to Canada. Detailed instructions for the photographer are enclosed (Appendix B).

in appendix B I see the note saying Immigration Photographs are NOT the same as passport photograph .

We'll be bringing appendix B when we have our picture taken - then compare it with what we have for passport size photos to check the difference. I did see that:
  • Passport Photo: Frame Size 35mm x 45 mm (1.37" x 1.77"), the photos must show the full front view of the head with the face in the middle of the photo, and include the top of the shoulders, the size of the head, from chin to crown, must be between 31mm (1.22") and 36mm (1.41")
  • PR Photo: The photos must - show a full front view of the person's head and shoulders showing full face centered in the middle of the photograph....
    The photos must measure between 25mm and 30mm (1" and 1 3/8") from chin to crown, have a 35mm x 45mm (1 3/8" x 1 3/4") finished size.

Not much difference - just those I highlighted above, in my opinion.
