photocopy vs scan for documents?

I'm collecting all my documents. The checklist says "photocopy" and in my mind thats black and white using something like a xerox machine? Is this it? or are coloured scans allowed? Or even well taken cell phone photos?

Generic use of photocopy. You can scan or take pictures and print. Coloured is fine.
