I've printed my phone bills to include with our application as supporting document. I've also highlighted his phone number to make it easier for whoever will review our application. Do you think it's ok to use a black marker to hide other people's phone number for privacy purposes?

Nope, don't worry about it. They are bound by privacy laws and cannot share that info with others.
 
I did the same thing but kept other people's phone numbers visible. I wouldn't block it out with a black marker for whatever impression it may give the officer reviewing it.

@nncs we'll be going through Taipei visa office.
 
I was lucky, I could just log into my phone account on line and do searches for calls to and from my fiance's number by year and just print out the results. No worries about other numbers, or missing bills. I'd say it's the best way to go if your phone company offers it.
