I'm submitting a request to add my recently immigrated spouse to my MSP coverage and it's requiring a PHN (Personal Health Number) which she doesn't seem to have being a new resident. Do I have to apply her for regular MSP to get coverage to receive the PHN then add her as a dependent? I went to a BC Service center and they told me to just go home and fill out the form since they don't process MSP there so I'm a bit lost on how to get this submitted.
 
You can make a phone call to Health insurance BC.

You just leave it blank. They will see that she is a new resident.
