Hello everyone

I need your help please in advising which immigration path is most suitable for my daughter.

1. She has a pharmacy university degree.
2. She is a licensed pharmacist but has less than 1 year of experience as a pharmacist.
3. She also has few months of experience as self-employment tutor for pharmacy students (does this self-employment count towards experience?).
4. She is young (mid 20's),
5. She has excellent English skills (Level 8-9).
6. She started to learn French (basic maybe CLB 3).
7. She has the required funds.
8. She has relatives in Ontario..
9. No Canadian experience or education. No job offers.
10. She has got her university degree assessed (ECA) and she is preparing to take the evaluation pharmacy test soon.

Questions:
A. Should she apply through Express Entry (FSW) or PNP? If EE, is it FSW or another stream? If PNP, where does she have a better chance?
B. Is it possible for her to change in future from EE to PNP or vise versa?

I have read a lot and got more and more confused.

1. Express Entry is only option. PNP if has a job offer and licensed to work in province. She needs a year of skilled, continuous work experience (full time) to be eligible to submit a profile. She wants CLB 7 to be part of French Draws.
2. Yes, If she has a job offer and licensed.
