Hi
If a student studies full time for 4 semesters without any unofficial break and remains part time for 3 semesters to complete the program and works as a part time during studies whether he was a full time or part time student. is he eligible for PGWP.

If you read the guidance in below link once a student becomes a part time student they no longer qualify to work unless the part time study was the final academic period so any work beyond this as a part time student would be illegal.

However, if before academic session a student is part time too, then he\she is not eligible for PGWP?

You can only be part time in last semester, if there were circumstances such as illness you can try and explain them with supporting evidence but its completely up to visa officer if they grant you PGWP and they are not required to consider your reasons.
