Hello guys,

My friend is in a very difficult situation and we would love your insight/help.

She applied for her PGWP on August 13th 2025.

She got her first refusal on March 8th 2026 due to a missing IELTS test. Just to clarify, she had given the test and thought she attached it but actually hadn’t since there’s no dedicated section.

We applied for reconsideration with an explanation and received the second refusal on March 18th stating that she had passed her 90-day bracket while applying the first time around.

They had taken the course completion date from one of the documents.

However, according the IRCC website, this is what’s mentioned -

If you finish your studies early, your study permit will stop being valid 90 days after you complete your studies, no matter what day is printed on the study permit.

Your studies are officially completed on the date your school first notifies you by any of the following:

  • completion letter
  • transcript
  • degree or diploma
She got her completion letter first on June 8th, and she applied for her PGWP on August 13th. That means she was well within the 90-day window from when she received her first confirmation of completing her program.

We hired a lawyer, submitted a request for reconsideration, a restoration and submitted a new application to cover all our bases.

It has now been 3 months since then, IRCC hasn’t gotten back to us. We are running out of funds and she will have to go back in a months’ time.

Please help me with ideas on how to expedite this process.

PS: We have scheduled an email to the MP and are planning on calling IRCC daily for the next month.

Do you think it will affect her case if she does go back to her home country without a TRV and PGWP?

No way to expedite. She has a lawyer so work with them. She waits. You talke to IRCC call centre agents so calling everyday will not help. MP can find out status.

So she completed her studies on June 8 or is there another date in her letter when she completed her program? Was her transcript available in the school web portal right after program completion. Usually final transcripts are available within a couple of weeks. If any other date is mentioned in the letter then that is the issue. Also most programs end at the end of April or May.

Don't understand why people wait so long to apply for PGWP. What was she doing all that time?

The completion letter was received in June for date of completion was in April, transcripts were not available until July. She was simply waiting for her transcripts.

Why did she have to wait for transcripts. She only needed completion letter. And even then why did she wait to apply in August. Makes no sense why waited so long.

What school is this?

All of our schools told us transcripts were necessary, she applied in August because she thought she had 180 days. Nobody was informing any of us about the 90 day limit. This is Mohawk.

What do you mean..."all our schools"? You go on the IRCC site and read the process. It has always been 90 days that your study permit expires after program completion. 180 days is for outland and again that is nothing new. Nobody informs you. You have to read the rules. Transcripts were not necessary to apply for PGWP...again all on the PGWP site.

She would not have been working from June onwards. She made poor decisions without reading the rules. Nothing to do now but wait and hope for reconsideration approval.

Yes but isn’t the program completion counted from the day you receive your completion certificate? From that date we were within the 90 days to apply.
