Do you have the link to the exact order? Some news sites are reporting this is for the US Canada border which essentially implies that it's still technically possible to flagpole for PGWP from Saint Pierre and Miquelon

The link is the Government of Canada site. If you want the operational bulletin it will come out after Government of Canada news release. States US borders.

There's a bigger loophole around maintained status where you can apply for extension of WP knowing it will be rejected and keep working. I wonder what the overall economic impact that creates.
I'm guessing it won't be long before IRCC implements a policy to address that. Just my opinion, though.

I personally wouldn't call it a loophole.

I think the actual issue that that too many people had started flagpoling and applying for a work permit at the POE who didn't meet the basic criteria for applying at the POE (i.e. being from a visa exempt country). IRCC has had enough and they have decided to crack down by stopping PGWP flagpoling specifically. I'm assuming this is because PGWP applicants were the big offenders in applying at the POE without qualifying.

Anyway, that's my two cents on what caused this.

I think this also happened because the US government was tired of their border officials having to process all these “flagpolers.” Costs US government money, backed up traffic (trucking industry) and took time away from their own work.
