PGWP after 5 years of completion of the course

Hi,

I have completed my Graduate certificate course from Seneca college in Toronto in the year 2015. I had to leave Canada for personal reasons and did not return nor applied for a PGWP then.
Question 1: Am I eligible to apply for it now after 5 years of completion of my course?
Question 2: If I take up another course now, can I merge my previous work permit and apply for a 3 year work permit post the completion of the course?

No and no. The deadline is 180 days after graduation (and was 90 days in 2015).
