PGP - Uploading photo

Hello,

When submitting application, the checklist asks to submit the photo. But how is that supposed to submitted electronically? do we just scan both sides and upload that?
Also is this really required? I thought physical photos are submitted when passports are sent over.

Instead of the mention tool, I am planning to use this tool :-

I am asking my in law to forward digital photo from the photographer and take picture of back of photo from the phone and follow the above idea and tool.

FYI: i have not submitted already and preparing application package to submit for PGP program.
