PGP Co-signer Eligibility

Hi,

I am trying to sponsor my mom for PGP.
I'm only sponsoring my mom as she divorced a while ago.
She has two sons, including myself; my brother lives in Canada as PR.

The problem is that my brother does not meet the minimum income requirement, but I do.
In this case, can my brother apply for the PGP and I co-sign the application?

Is it doable?

No. Only spouses can be co-sponsor.

How many signature needed from Co-signer for PGP program? 2? one in financial evaluation and the other for undertaking?
