Of course they can.
I have been reading forum and people have stated that they cannot land in quebec unless they are sponsored by someone from quebec. Can you share some more details or info from cic about landing

Both my parents are in canada and we got the passport request to them. In the email instructions it said that if they are already in canada we don't need to submit passport and we must notify them using a webform. I sent a webform to london UK immigration since that is where the application was processed advising my parents are in canada they replied back saying my parents will be contacted by inland IRCC and I don't need to submit passport. I was expecting to receive a portal login so we can proceed with next steps regarding virtual landing.

Can someone please advise how to notify IRCC to get virtual landing instructions or what I should be doing now?

I seriously doubt that anyone at IRCC cares to read the webform email. Once I had updated them that due to non availability of appointments we will not be able to complete Biometric in one month stipulated time. In reply IRCC stated "We don't understand the nature of your query". Seriously? Is there any human who read these webform mails or just a dumb robot? Even grade 1 student will understand a simple mail/query.

You have done right thing by sending a webform. Wait for few weeks and call them.
It is taking time to receive an "email to create a PR portal" from IRCC.
Looks like IRCC not considering this case urgent as your parents are already in Canada.

I am in a similar situation recieve Ready for Visa email but I am in Canada already. Raised webform lets see how long they take to respond

my parents received their passport back with visa and copr, the problem is they misspelled my mother’s middle name on copr and visa that was stamped on her passport. I already sent an email and webform on what to do to fix this error but i dont know when i am going to receive a reply.
does anybody here experience the same thing? What did you do? Can i just send the passport and copr back to canadian embassy and attach a letter explaining the error? I’ve tried calling also the embassy on our home country but i could not get in. This is so stressful for me and my parents back home :(

Hi, you should contact the case processing center (CPC) that issued the VISA and COPR in-order to correct the mistake. I have experienced that same in my PR (not PGP) application, and since I was in Canada I had to contact CPC-Ottawa.
Regarding the timeline, it took just ONE day to get a reply from CPC-Ottawa asking me to return the passport and CORP and then, another THREE weeks time to get the corrected COPR and VISA back from them. I hope this helps.

Hello , Question for people whose parents landed in Quebec province. They have flight next week but the original certificate of selection in Quebec (CSQ) is with me in Montreal. Has anybody landed with photocopy of CSQ ? Do they allow to land with photocopy/scanned copy of CSQ in Quebec?

STEP 1: Change in Circumstances:
Should any of the following circumstances apply to you or any accompanying family member, you must inform this office immediately:
 Change in marital status, for example due to marriage, divorce, legal separation, annulment or death of spouse;
 Change in family composition, for example due to adoption or birth of a child, including a child born to your accompanying dependent child,

STEP 2: Passport Requirements – Determine if you need to submit your passport(s)
Determine whether you need a visa or an Electronic Travel Authorization (eTA) to travel to Canada at: www.cic.gc.ca/ENGLISH/visit/visas.asp
a. If your passport is from a country whose citizens need a visa to travel to Canada, you will need to submit original passport(s) for you and each accompanying family member. Your passport(s) should be valid for at least 6 months and have at least two blank pages. If a child is included on your passport, you must have one blank page per accompanying child.
Please note that you STILL need to submit your passport(s) even if:
o You or your accompanying family members have a valid Canadian temporary residence visa or permit.
o You or your accompanying family members are permanent residents of the U.S.A and holder of passport(s) from countries whose citizens need a visa to travel to Canada.
Note: All passports must be intact and not worn, torn or otherwise damaged; the laminate on the bio-data page must be securely attached. Each page must be securely affixed to the passport; there cannot be any loose pages.
b. If your passport is from a country whose citizens need an eTA to travel to Canada or your passport is from the United States, you will need to submit one photocopy of the photo page and any pages containing amendments of the passport for you and each accompanying family member (Note: any accompanying family member whose passport does require a visa however, will need to submit their original passport as per Step 2a). STEP 3: PREPARE YOUR DOCUMENTS

1. One copy of this letter.
2. Passport(s) OR photocopy(ies) of passport(s), as explained in Step 2.
3. Two (2) photos of yourself and of each accompanying family member. Photos MUST meet the precise specifications found in the link below or in Appendix A at the end of this letter. All required documents must be submitted in one single package.
A) To submit your package while overseas:
Please submit your package to the nearest Visa Application Centre along with the VAC Passport Transmission fee.
