pg diploma in college or universities?

hello
I completed my BTECH degree in[size=10pt][size=10pt][size=10pt] industrial engineering[/size][/size][/size] and now i want to change my subject to [size=10pt][size=10pt][size=10pt]computer science[/size][/size][/size]
I came to know that i am not allowed to do masters as i change field so i should opt for pgdiploma

now i am confused that pgdiploma in [size=10pt][size=10pt][size=10pt]college[/size][/size][/size] or [size=10pt][size=10pt][size=10pt]universities[/size][/size][/size]?is there any added advantage doing pgdiploma in universities?

and also suggest me which state is preferable computer science and IT field and i am planning to apply for jan2015 intake so when should i start my application process

Degree program from some university is more worthy than some diploma from a college.
There is no second though in it.
Computer Science is good.

To get the admission in CS or IT and having NO CS background, you need to convince the supervisor or sometimes they give you admission in Masters with some prerequisites that you need to study this this this courses from undergrad first and then you will start Master courses, etc...

If you get the admission then you can also explain/justify in your SOP that you got interest in CS, started working in this area, etc.... and now going to improve my skills, etc... in the same domain so that i can perform even best after comping back, etc...
