The program allowed eligible Ukrainians in Canada to apply for permanent residence if they had close family members who were Canadian citizens or permanent residents.
Many Ukrainian families in Quebec applied through this program, trusting Canada’s commitment to family reunification. However, after more than two years of waiting, Quebec applicants continue to face significant delays and uncertainty.
Across Canada, thousands of final decisions have been issued, but Quebec families have seen almost no progress with only 20 final decisions (5 refusals and 15 withdrawals.)
