Minister of Citizenship and Immigration Canada

We suggest you to eliminate some barriers in assessing parents' eligibilities for a Super Visa. According to FAQs section on CIC website, CIC is still asking parents to prove :

• the person's ties to the home country,
• the purpose of the visit,
• the person's family and financial situation,
• the overall economic and political stability of the home country, and
• invitations from Canadian hosts.

You should take into account cases where the parents have the only child living in Canada, they do not have a strong tie in the home country. This factor will be utilized by Visa Officers to refuse the visa. Furthermore, some parents are not financially stabled in their home country; but that doesn't mean they will violate Canadian immigration rules.

Because you are going to pause parental sponsorship for a good 2 years beginning on Nov 5 2011, we suggest you to make Super Visa easily available for all qualified parents, as long as they can satisfy 3 conditions:
1. parenthood relationship
2. sponsor minimum income
3. insurance coverage .

If 3 conditions are met, Super Visa shall be guaranteed.

Well, if the parent/ g-parent meets the specified conditions, and buy insurance as will, will they be entitled to work ( if they wish and are able ) during the period of super visa ?
Do the dependent children of the parents are eligible for this super visa?

I like this idea of a super visa. It will eliminate people abusing our medical system. I know of many instances of this happening. Don't deny it. I will be politically incorrect and not sign this petition. It's a privilege to come to Canada, not a right.

No. It's a visitor's visa.

Hey Truongan,

I have comments about your petition.

1) There may be cases where the parents have the only child living in Canada, they may still have a strong tie in the home country and therefore may issue the visa. My mother-in-law was one of them.
2) How would your 3 conditions prevent those not financially stabled in their home country and will violate Canadian immigration rules/abuse our medical system?
3) Finally, the government of Canada should instead hire more staff to speed up the wait times for faster family reunifications and not to temporary pause of up to 24 months on the acceptance of new sponsorship applications for parents and grandparents. Who knows if the same quota will applies after 2 years?

The Canadian government is not likely to hire more staff, at present they are cutting staff.

To be honest, a petition is not likely to make any impact on this policy.
Like it or not, Canadians are not happy about parents and grandparents arriving in Canada and using the healthcare system (without making sufficient contributions). Healthcare is a massive cost in Canada, and it makes no sense to the government to allow the additional costs of parents and grandparents.
So the government has now shut the door for parents and grandparents, the "increase" in quota, may not be in place when the new scheme is announced - Remember that they said the new scheme has to be sustainable.

Who knows what the government will do, we may end up with parents and grandparents being excluded from medical cover forever (maybe their kids will have to sign an agreement to make payments for their parents); We may need mandatory medical insurance on all immigration streams for the first three months.
The problem is, even the government has no idea what they want to do yet. Whatever happens, it wont please everyone.

I don't doubt that what Australia does right now is feasible to implement in Canada.

It the Australian system sustainable, yes... So why wouldn't it be possible to implement it here?
No reason whatsoever.

Richard Kurland suggested something like $75K but much faster processing than Australia. The Minister said he would consider it.

Dear Mr. Kenney:

We are collecting 500 signatures to request that newly launched Parents & Grandparents Super Visa be easily available to all qualified parents. After less than 24 hrs of the petition there are 33 signatures recorded. Below are some key comments of Day 1 that you may want to consider in the process of setting out Super Visa criteria by Dec 1 2011.

I suggest you to set up an office in Canada to review Super Visa applications from sponsors based on 3 basic requirements (proof of relationship, insurance coverage, sponsor minimum income). If the application is approved then the approval letter will be sent electronically to visa offices abroad for visa issuance and medical exam. That would help reduce workload for visa offices to make sure 8 weeks processing time arealways maintained equally everywhere. That would also help assure visa officers don't use their power and their own opinions to refuse parents visitor visas, which have happened very often. When you close the door for 2 years, you should open the other completely and freely to those who are qualified.

November 7th, 2011 UPDATES ABOUT SUPER VISA and THE PETITION

Hello everyone,


I just spoke with Mr. Ron Thompson, the secretary at Calgary constitution office of Honourable Mr. Jason Kenney. I requested a personal meeting with Mr. Kenney but was advised that he will not be in Calgary until The New Year and his workload wouldn't allow me to set up a personal meeting with him. Mr. Thompson however has confirmed to me a few key points about the Super Visa. Until the official launch of Super Visa on Dec 1, 2011, note that all information are still preliminary.


1. Super Visa is applicable to parents and grandparents of ALL CANDIAN CITIZENS AND PERMANENT RESIDENTS


2. The Government of Canada and CIC are making every efforts possible to make Super Visa easily available to all eligible parents and grandparents. Visa officers will be instructed not to look into strict requirements such as ties in home country, economic and social situation of the applicant, as the criteria for regular temporary visitor visa.


3. As long as the sponsor can provide proof of relationship, insurance coverage, minimum income, and the applicant satisfy security check clearance (if required in his/her country), then Super Visa will be issued. Renewal of residence status every 2 year is very straight forward.


Although he is busy, Mr. Kenney welcomes feedbacks from folks. All suggestions may be sent to attention of Ron Thompson at Calgary@jasonkenney.com
