Guys, here one more Question for you. What if a person is already citizen and holding Canadian passport but not resident there at the moment. Can we use his reference if he is our relative?

And what if he is my Brother in Law (brother of my wife/spouse). Can we take his numbers?

Well jawad ,u can claim points ONLY for that relative who s a PR or a Canadian citizen n s CURRENTLY STAYING IN CANADA.It does not make any difference for CIC whether a person is a PR or a citizen but he/she MUST be CURRENTLY residing in Canada,abt this thing i m 100% sure.
 
You know what maybe you can pull this off,.

If the person who is holding the Passport is residing outside of Canada, I'm sure he / she may have relatives residing in Canada. Who are probably related to you and will support you since you are relatives at the end of the day.

You can "Try" to claim it this way.

Not sure if it will work but it's definately worth the shot.

Suppose my Uncle and his family is already having PR and i am going to show his details for my application. He is not living in CA at the moment, he is back to Pakistan for some work for some months. Dont you think i can get his points? If not his what about his wife or kids who are living in CA. He is also planning to go back this year again as he has finished his work here.

What about other question of Brother in Law? Is that possible to use him as my relation?

Logically Alice is 100% right, they don't look for just one person, they must seek family and status of family, as in my case, my uncle is out side of CA right now, but his wife and 3 kids are already living there and studying. I believe i can use his points coz ultimately she is my Aunt and their family status mean something.

Does any one have further knowledge on this?

My uncle is just back to Pakistan for some months or a year i think, he keep coming and going after he got PR of CA, but my aunt just came once in last 5 years and she is still there.

I think they will consider it a family, that does not matter he is out of CA for visit or living there.
