For the avoidance of doubt, when my sponsor comes to renew her PR card, can I check that (in contrast to the above) when she applies for her PR renewal, she needs to have met her RO as at the date of application ? In other words, so long as she has met her RO at the date of application, immediately following her application, she is able to accrue further absences away from Canada?

She needs to continue to meet her RO. Meeting RO is rolling 5 years. It doesn't stop once she submitted her application.

As scylla replied, they can check her RO any time.
Some PR renewal will be asked for further proof and were requested to pickup their new PR cards in PERSON.

Note that your sponsor cannot apply to renew her PR card until 9 months before her current PR card expires. So now that she has returned to Canada, she would need to remain in Canada for quite some time to meet RO and successfully renew her PR card. At that point, she might as well sponsor you for PR because the time it will take for your application to be processed will likely not be that much different than the time she has to wait (and live in Canada) to successfully renew her PR card.
