Permanent Residency / Work Permit

My husband just got approval for processing of his Permanent Residency through my sponsorship (his spouse)which i know could take up to a year to process. We applied for his Residency outside of Canada but just recently decided to move to Canada as I am having a baby and want to be closer to family ect. I was wondering how he goes about getting a work permit if we applied for residency from outside of Canada. I called Immigration Canada but always get several different answers from them. Also, they didnt stamp his passport for a visitors visa upon arrival in Canada, how do i obtain this document?

The open work permit is only granted as part of the inland application process. Since you've applied outland, he doesn't qualify for an open work permit. If he wants to work in Canada, he'll need to secure a job offer from an employer in Canada and that employer will need to obtain an approved LMIA. Once he has a job offer and approved LMIA, he can then apply for a closed work permit tied to that specific employer. Unfortunately it tends to be very difficult to find employers willing to go through the LMIA process.

When speaking with immigration i was told that once in Canada we can switch our Outside canada application to an Inside canada application with proof that we now live here? is this true or will his application remain an out of Canada application for the remainder of the PR process?

No - not true. If you want to switch from outland to inland, you have to withdraw the outland application, file a brand new inland application - and start the processing from scratch. Even if he comes to Canada, his application will still be outland and he won't qualify for an OWP.
