Permanent residency card problem

We were waiting fir the residency cards and just yesterday we have received one card only for my four year daughter. We are a family of four members. Do they send the cards separately for each member ? Why did not they send us the other three cards? Whom shall i contact? Our mailing address is from inside Canada in ontario. Please help me on contact info. Thank you
