Permanent Residency can apply for spouse work permit

Hello,

I am a Permanent Residency holder, and my wife is living in India. I applied my wife PR file in march and i had my sponsorship approval but now for stage 2 they take 13 months, so in between could i apply for her open work permit?. I have registered account with Cic my account on her name. Can i apply online even though she is not in Canada? I would appreciate your help in this.
