I(Age 19) have been in Canada for a couple of years. Finished High school here but we hadn't gotten PR and I couldn't pay the high fees. The school said they could change my status away from International if I got my PR before school starts in September.

Does P1/P2/eCopr count as PR or do I have to get the card itself

PR is PR. Ask the school but may accepte eCOPR. Do you expect it next month?

You may need to defer your post secondary education until you get your PR if you cannot afford to pay for international fee.
Pay attention to your status in case it expires after you finished your current school, you may need to apply to extend your stay as visitor.
