Permanent residence card address change

Hi . I am posting on behalf of a friend . A friend of mine recently changed address and already has a permanent resident card . He tried changing his address online but failed to do it . Now he wants to know where should he mail the letter stating his address change ? He was a convention refugee and protected person before becoming a permanent resident. Your response will be highly appreciated. Thanks

1. As he is a permanent resident, CIC doesn't care where s/he lives. He doesn't inform CIC where he resides.
