In the updated caps, the 2nd column says pending applications "completed applications waiting for MI acceptance review", If we click on completed applications, it says that they are the applications with which all documents are included and all fields in the forms are completed. So, the caps update on Dec 17 could include all November applicants and may be some December applicants. This is because checking all fields and documents does not take a long time for CIC staff to do. what do you think guys?...

probably they are not that quick to include December applications :D my guess

I think December applicants are not included.. maybe applications received till Nov 15 are included..
 
As per my view..MI takes around 30-40 days. So, these figures are until 10 Nov 2014.

Again, its only my assumption :P

but charging has reached oct 22, i feel till end of november

buy the news of cc charge came 1 wk after updated cap. so i think the first column is dating back to somewhere in the rage of 15th to 20 th oct & 2nd column is dating back to the range of 7th to 12th nov.
this is only a calculation i can be wrong.
 
What do you think about scenario that CIC is very serious institution and that they isseu update only with no more Than 2 days lag? Am i too optimistic?

I dont think they update the caps within 2 days....

That means then that the first column are those whose applications have passed the MI review. I'm getting a lot of different answers but it doesn't make sense to me that CIO will go over your application for completeness check, then charge your credit card, then see if it's still eligible for processing and if not issue you an NER, return your application and then refund your CC.
 
Then again why accept a completed application, include it in the cap amount then find it ineligible for processing (let's say that the cap was reached in a certain occupation) and return someone else's application due to cap being filled when they need a certain amount of apps to be processed.

Someone please help me out here
