can I send both diplomas to WES?

Great. Go ahead and get your ECA report from WES - it take about 4-6 weeks.

Yes. And within your larger envelope, 2 separate sealed and stamped envelopes for each of your degrees if your Universities sent those to you to be sent out to WES. If the Universities sent out the transcripts directly to WES, include a copy of both the degrees and send it out to WES Canada. Don't forget to mark your WES reference number on the envelope.
