You have to submit PCC to CIC within 3 months of issue. Once the application is accepted by CIC you don't have to bother about the validity of PCC, until and unless the visa office ask for a new one. Usually, there will not be such a requirement.

Police certificates are generally valid for 12 months from the date they are issued.
