Canada immigration site for sure mentions PCC can be obtained from SSP Police for Punjab candidates, but I have seen one case rejected and one accepted when both were using local PCC. To ensure seamless PCC acceptance, use the PSK one.

Sonam, I would suggest you to go to passport office which is better option I guess. I am resident of Punjab too and I have applied from passport office.
