Please tell when this PCC is required. Is it required after receiving ITA or we have to present it before PCC.

If you think you are going to get your ITA soon, you can apply for it if you know it will take a few months to arrive and then you can get a head start. Some countries take a long time to send the PCC. However, PCCs do expire after a few months so you have to think about the timing.
