Hi guys

I've been in Canada studying since I was 17. I have never been home for more than 6 months..

Would I still need a police certificate for the country I was residing before I came to Canada at age 17? I heard that PCC is for 18 and over.

Can somebody please confirm?

This is a common situation. By the rules, you would not need a PCC. In practice, CIC has the right to request one, and they usually do request it for your country of citizenship, even in situations like yours. In that case, you usually have very little time to obtain it. So my recommendation would be to get one for your country of citizenship, even if you don't submit it with your initial application.
